[LCC] LaQP 2020

This is another place that we are not using one of our best resources. 
The N5LCC station should spend more time promoting the LAQP and less 
time just making QSO.  1440 is a great number but 99% of these contacts 
never made another LAQP contact.  So we can't claim that any of these 
contacts participated in the LAQP.
