Ever wonder about how SCP is compiled?

SCP is built from logs submitted by contesters around the world. Its a
rolling 24 month pool where the older logs are expired out and archived.
The objective is for SCP to contain ACTIVE contesters.

A call appears in the SCP database when it is found AT LEAST 6 times
across all logs - the reason for 6 is to protect against busted calls.
From managing several contests over the years, a threshold of 3 is
sufficient to nail 99% of busts, 6 may be overkill but its the number
that has been used since SCP was created decades ago by Randy K5ZD.

Note that the logs are processed using the STATION WORKED field in the
Cabrillo record - not the callsign of the submitter. So as long as a
CALLSIGN appears a minimum of 6 times, it gets added to the database -
this could be 6 times in ONE log or across all the logs in the pool.

As a consequence, it doesn't matter who submits the log (and hence where
they are) more than it does for folks to get on the air and be worked in
contests.
