[LCC] 2020 LAQP

Jim,

I did a quick check using 3830scores to see if I could find anyone from 
the LCC that submitted a log in the Russian DX contest for the last 3 
years and found zero (0) logs submitted from anyone claiming to be a 
member of the LCC.
