[LCC] PV8ADI sending "RR" as number

ABBREVIATED NUMBERS - no "R" mentioned

For a DX station to send "RR" for his power is a new one on me.

I worked him on two bands and he sends RR as his number. I took as 99 but I
don't think that's correct. Does RR represent another number?
