[LCC] PV8ADI sending "RR" as number

I'm not aware of any "cut" number that "R" would be used for. 

I'd just put down exactly what he sent in my log.

I worked him on two bands and he sends RR as his number. I took as 99 but I
don't think that's correct. Does RR represent another number?
