[LCC] 13 colonies event sparked an idea

While working the 13 colonies special event last week, it sparked an 
idea - A Louisiana Purchase special event!  Organize all the states and 
provinces, and execute in a similar fashion to the 13 colony event.  
Each state organize internally for operators, QSL cards, etc.  Work all 
for a certificate.

The Louisiana territory included land from fifteen present U.S. states 
and two Canadian provinces. The territory contained land that forms 
Arkansas, Missouri, Iowa, Oklahoma, Kansas, and Nebraska; the portion of 
Minnesota west of the Mississippi River; a large portion of North 
Dakota; a large portion of South Dakota; the northeastern section of New 
Mexico; the northern portion of Texas; the area of Montana, Wyoming, and 
Colorado east of the Continental Divide; Louisiana west of the 
Mississippi River (plus New Orleans); and small portions of land within 
the present Canadian provinces of Alberta and Saskatchewan.

30 April - LA purchase treaty signed
04 July - President Jefferson announced LA purchase to American people
20 October - US Senate ratified treaty
21 October - US Senate authorized Jefferson to take possession of the 
territory
20 December - France turned over New Orleans

1804
9-10 March - Three Flags Day @ St Louis, transfer Upper Louisiana from 
Spain to France, then France to US
1 October - the purchased territory organized into Territory of Orleans

The historic spread of dates gives options for when to execute such an 
event.
