[LCC] expenditure request

Upon reviewing the minutes from last meeting, there was a request that was 
tabled, in order to gain the viewpoint of a larger audience. We were asked 
to consider donating $100 (possibly yearly) to the Louisiana Memorial 
Scholarship Fund.

If passed, the donation comes from YOUR dues, so the board wanted to allow 
the membership to discuss and vote on whether to budget for it.

My opinion:

While I agree with the basis of the scholarship, and I vote in the 
affirmative each year at my local general interest club, I had some 
concerns regarding LCC's participation. I went back and re-read our 
constitution and by-laws, and found the following:

It shall be our purpose to promote radio knowledge, fraternalism and 
individual operating efficiency, ... with a focus on contesting.

When an applicant is awarded with the yearly scholarship, there is no 
mention of from who(m) the funds for that year came from, so they may not 
even know the LCC exists. So, while the basic idea is good, and it is also 
a "feel good" thing to do, in my opinion as a charter member of the LCC, it 
does not fulfill one of the guidelines that our club was founded on.

So, would it help a college student? Yes  Would it do anything at all to 
promote or encourage contesting in Louisiana? No.

For that reason, even though it is a "good cause"(like dozens of others out 
there), if I were the deciding vote, I could not support spending Contest 
Club funds on this request. At least two others have shared similar 
feelings on this matter.
