[LCC] Contest Mults - New Canadian RAC Sections

Actually these are new RAC Sections and count for mults only in contests
where ARRL/RAC Sections are multipliers, like in SS.

All of you active contesters probably already know this, but just in case:

ON is now ONN, ONE, ONS, and GTA.   Make sure your contest logging software
is up to date before the upcoming SS contests.  (See page 80 in the October
2012 issue of QST.)
