[LCC] organizing for a division QP

Regarding a Delta Division QP, I too think it is a great idea!

 

As one of partners in crime back in 1999 getting the LA QP resurrected after
20 years without one, I know that it can be a challenge, but I also know
that it is an achievable challenge.
